Not really sure what we're looking at...it appears to be the t-top latch pin/bolt? Where exactly is the ease-out broken? I see a small phillip's head screw, then a large hex headed bolt...and maybe a screw in between?
Can you get at it from behind?

I hate easy outs, there is nothing easy about them.  I generally drill and tap the hole.  but just thinking can you take that big bolt out and get behind it with something and maybe work it out. its worth a try.  other than that I have used those expensive drill bits to drill the easy out out, its not fun.  or worse case drill the whole thing out and put a nut zurt in there.

can you use a nut zert  or zurt.  they go in like a pop rivet,  basically a blind nut when your done.  

yea if I could get the broke easy out..out :(

What type of ease-out is it? A spiral kind, or the straight "splined" kind? Not that it makes much difference, but the splined type might be easier to get out.
You might have to drill a couple(or more) holes around the perimeter of the screw/ease-out, and then try to dig it out from there. Just an idea. It's hard to judge what might be needed from the pic.

I'l cut it out and fill it with a strong fiberglass filler like Fibrall (awesome stuff - harder than the original fiberglass), mount the plate mark the location of the hole, drill with a 1/8 bit, and very carefully screw in a self tapping screw that matches the original screw head.

I don't know, guys....I think that plate is installed after paint....gotta be some way to get it up in there....I need to do a little research.....I could be wrong.......

This is a complete guess from a guy who has never done bodywork but watched some on TV, so you're taking your chances here, but is there any way to spot weld a "matchstick"to the end of the easy-out like the guy in this video link? Then try spinning that with grips? Again, I'm a complete novice, if this sets your car on fire, I'm sorry but consider yourself warned. Can some of the more experienced guys tell me if this is a good or horrible idea?
