Most of the time, the problem with the actuators is the seal in the front, where the shaft seals to the can. You should have the seal, and the accordian-styled dust cover. Replacing these two pieces
usually takes care of the lazy headlight. If it does not, then the actuator(s) need to be rebuilt/replaced. A friend of mine here locally does rebuild them, and the relays. He also has them replated(gold irridite). He's fairly reasonable on pricing, and I've seen plenty of his work...it's top notch.
