Leak in wiper tub (1/6)

I'm calling upon the collective knowledge once again.  There's a leak in my wiper tub, directly over my brake pedal and I hate wet feet!. 
 
You'd think that the half-ton of bondo that Bubba smeared in the tub would have stopped the leak but I'm guessing the body flex eventually cracked it open.

I ground and sanded out as much bondo as I could to reveal what I think is the problem.
What you're looking at in the picture below is a view from in front of the windshield on the driver's side, looking down toward the front of the car.  The red circle is around the lower left bolt holding the brake booster panel to the back of the firewall.  The green outline at the bottom is where the wiper arm pivot bolts to the car under the windshield.  Outlined in the yellow box is the crack.
How do I best repair this so that is does not open up again?

I had the similar problem on the '81. They used seam sealer on those later years I guess. The sealer was hard and brittle. 

So I removed the wiper arms, transmission, wiper arm towers. Then chiseled out all the old seam sealer in the wiper tray area and went down along the sides of the cowl that I could reach. Then I picked up some good professional grade seam sealer from the local auto body supply store. 

Then placed tape on both sides of the seams, then laid the seam sealer along the seam and in between the tape. Once the sealer was starting to set up I peeled up the tape leaving a nice clean line. Then once it was cured I took some "paintable" undercoating and did a couple light coats. Once that dried I took some satin black paint and dusted in a few coats. 

Haven't had a leak in years, and it still looks good in that area.

Spray liquid rubber will do the trick too...remember, it will make a boat float with a screen door for a floor Big smile

My sealer had hardened and was easy to power wash out/ scrape. It was not leaking but soon would have. I sprayed the area with the flex seal as seen on TV. It is available in black and white...black for me. Sealed and even bubbled, in heavy spray areas, much like the org. and looks really close to my org. sealer.
