Well, I have a NEW delema. My headlights are popping up after I am down the road about a half mile.  I can set in driveway and idol or rev the engine and no movement.  One goes up slowly then after a min or so the other one goes up.  What to look for?  HELP.   I am still having trouble with  W/S wiper motor. Ground is HOT and melts wire.

Headlight issue definitely sounds like a vacumn leak. There are numerous threads here for troubleshooting.

I had the same problem with my headlights also..not to hard to find..I isolated the headlights from the wiper door..it turned out that was the problem..I had a leak at the actuator for the wiper door..I found it by disonnecting the vacuum to the wiper door at the T connecter at the vacuum canister..(obviously I capped the end going to the wiper door)and my headllights stayed down..you can also isolate each headlight by removing the hose on the vacuum actuator going to the headlight that makes it go down..(it's in in between the headlights)has 3 large and one small vacuum lines going to it..disconnect the large one to the right side  and cap it and see if the left one stays down..if it does do the same thing to the left side and see if the right one stays down..in your post you mention one goes up then the other..I would start with the side that goes up first..your wiper ground wire melting can be a few things..the connection to ground is poor..or..the load on the wire is to great ie bad motor..or..make sure whatever ground that the wiper has to get to the battery is good..ie cables..I have in the past found wierd ground problems by going right to the block or battery with the load itself..not where it is bolted to..good luck and see you at Carlilse!

My method of finding a vacuum leak is to run the engine at fast idle, then spray starting fluid on the hoses and components of the system.  Spray a small area and wait a second to see if the engine revs, then move on.  When you find a spot that revs the engine, try smaller blasts to narrow it down, then take a close look.  Even if you find a leak, continue testing in case you have any other leaks.

YEAH, The lights are working. At least they go up and down when I want them to, and come on when it is dark.  THANKS to ALL who assisted!   Vaccume was the culprit.  They work VERY well.

NOW to fix the W/S wipers.  Not good at letric diagnosis.
