By #1 mount, I assume you're talking about the mount under the kick panel? While it's true the body is not in any danger of flying off while driving, it
could allow enough flex to start a crack in the fender fiberglass. Not saying that it will, but that it is possible.
Installing the bolt/lower cushion/mount shouldn't be too much trouble. It's the upper mount, if it needs removing/replacement that requires body raising...
