Hey Jeff,
I don't know of anything liquid that would clean it up or if it's from the inside or out, maybe someone else does. But I had a  Merc Sable with them bugeye plastic headlights that turned yellow bad. I cleaned them up with polishing compound and they looked great. Don't know if it will work on that kind of plastic and it aint gonna help if it's inside. Maybe try underneath where it don't show.

That plastic is not the same as the headlight covers and I don't think it will clean up if it is from the inside out. I do agree try to clean a spot at the bottom area as a test place, bleach (diluted) may work, or check your auto parts or hardware stores for plastic restore products. You can't paint them cause you need to see though it. Maybe a tint spray of your joice of color?

Try diluted vinigar and water - fill the tank about 1/4 filled with a mixture of 1 part vinegar( White -or distilled) to 3 part water . Then add a 1/4 cup of sand. - shake - shake - shake  and then some more - the sand will lighty clean the inside with the water/vinigar solution. . To starty off use less vinegar and sand - more water - I do'n know how badly "stained it is .- Carefull.  Use as fine a sand as you can for better cleaning /polishing

That'll prolly clean the inside really well, depending on how nasty it is. What aboot the outside, tho?
I was gonna suggest using bleach, and soaking the whole thing. I't gonna be hard to get it perfect, but you should be able to make it look a little better somehow. Let us know what you do, and how it turns out.

For the outside - try baking soda and waterin a paste form and rub it on with a paper towel- then rinse clean . If you want to spend some money - then denture-tooth  powder and water in a paste form
Should bush it up clean and shinny-

Remember to really wash-rinse well before  putting in back in service - got to get rid of all the sand and powder

i tried the soap and the baking soda.
 
i ended up buying a new expansion tank.....
