I've never heard of the DIY cables being "illegal"....that makes no sense at all.
But...I digress.
It really is best to get the correct cable assy(inner&outer) for the car. The way the cables snake around on a Shark is rough on them to start with.
As John(acplus) says, try the drill test first. If the gauge still jumps, then go with the cable. If it doesn't, then you have a speedo gear that is damaged, or the speedo housing is worn enough to let the gears flop.
Is this a 4 speed or auto trans?
Does it have cruize?
If it has cruize, the problem is more likely in the cruize transducer, mounted on the ds fenderwell.
also...it could possibly a problem with the gauge assy itself...
