That appears to be a Service part number....as in a replacement, or over the counter replacement. Definitely does not appear to be original to the car. Probably a '75 - '77 era carb.
If the carb works ok, you can certainly grind the stud off, then drill out the rest for the hole you need for a bolt on stud.
As far as the cable....what part of the cable is too long? The outer sheath, or the inner cable? Don't go bending your accelerator pedal just yet....

inner cable is a little longer. Was thinking I could stack a few washers on the pedal lever?

Depending on how much too long it is, I think I would try to modify(er..bend) the cable bracket on the carb first...lot easier to get to than the cable on the pedal. Or..get a shorter(correct) cable, maybe.
One trick, if you DO decide to do something on the inside, at the pedal....get some small lead fishing weights...the kind that are slotted down the side. Put one on the cable, between the ball end, and the plastic seat that fits in the pedal, then mash it on there tight. That will take up some of the cable. An old trick, but it works in a pinch! On more question for you. the throttle lever above the pedal looks like it's been cracked and welded. I bought a new one to replace it. However the old one has a piece of steel welded to it about 3/16 thick, 3/8 wide, and a little over an inch long. It's not reinforcing a weak or broken spot. Wondering if it's some sort of effort to give the gas pedal a heavier feel?

Hmmmm....hard to say, without seeing it what it might be for, or why it's there. Can't say that I have ever seen, or heard of something like being done from the factory, or as a service update. Can you get  a pic?

Can't say that I've ever seen something like that....doesn't look "factory" to me. Maybe someone else has one like it....maybe not. I doubt not having it would make any difference in how the pedal fells in use, tho.

Well I got it all back together. I ended installing the ball stud in a second hole that was already on the carb's linkage. The old flat stud was now getting hung up on the cable so got out my cut-off wheel! Using the second hole actually took up the slack from the extra inch of cable I thought I was going to have to deal with. Put a new throttle return spring on it and adjusted the cable. I now can definitely feel the secondaries kick in at mid range RPM's and the big block acts like it has a turbo!
I also ordered a new choke spring and rod. But with the carb not being the original the spring was opposite from what I needed. It pulled down when warm but I needed it to go up. I was about to order another one, but looking at it I thought "I can just bend this frame tab open and flip the spring over." A few minutes later it worked perfectly. So nice to have a good idle when starting cold!
Thanks for all the advice Joel. I'll be looking for a true 69 Quadrajet over the winter.
