My steering wheel is not right. How do I get it strait. It looks like I should undo the bolt on the steering rag. Or do I undo the 2 bolts under the dash?

Its half way the center spoke is pointing toward the passanger door instead of your lap.

Mine has five or six screws that hold the steering wheel on. I'm not sure but you might pull your horn button off and see if you can take it off and just move it around maybe one screw or two to line it up that way. I replaced my column and rag jouint...I think it only goes on one way so I don't think that would help you. I do know that if it's just a little off and you have it aligned, tell them to make sure the steering wheel is straight and they can adjust it.

Pull the horn button off, and look to see if the marks on the steering shaft, and the wheel center hub are lined up. If not, you'll need to pull the wheel/hub off, and align the two marks. The mark on the steering shaft looks like a chisel mark, and the mark on the steering wheel hub looks like a continuation of that same mark. These have to line up for the steering wheel to be straight.
Another thing that can cause this is front end alignment...if it has not been done properly, the steering wheel will be off. Sometimes just adjusting the tie-rods will correct it, but it needs to be done carefully, so it doesn't throw the other alignment settings off.
Check the marks on the wheel/shaft....that's prolly what's wrong. At least....that's the easiest "fix"!

Hey I should give a little background on this. When I took the engine out of the car I redid the front-in.  I had the steering box rebuild and replace the rag joint. When the car went to the mechanic to have the Chang over from a auto to 4-speed he undid the steering column and did not put in back together right. So I don't think anything is wrong with the steering column I just need to know if I should undo the rag joint and turn the steering shaft  they way it should be.

Thats what I would do. Sounds like you found the problem to me.It might be a little easier unbolting the the  steering gear box from the frame and loosing one end of the rag joint,make the wheel straight and slip it back on just my .02 .................Bill
