I just bought a 81 corvette and I was wondering what it means on the trim tag, the tag says trim 64c and then the paint says SPC. My question is what is SPC?

64c is Camel Cloth interior.
 
"SPC" OR "SPEC" means the car was delivered to the dealer in primer.
This is according to some info sourced from the "L81 Registry"
 
If this is a Bowing Green car, you should be able to get a build sheet. And on the sheet it will say "Primer" under the paint code.

Is the SPC pretty common in 81 vettes?

No.

But to be NCRS correct, the car would have to be painted in the correct type primer. That would be a rare sight to see. Cool

What color is the car now? "Spc" can also mean a special color that was not on the order sheets, but was done as a "test" to see if the color would come out right on the cars. It could also be a special order car for a high-up in GM....ya never know, but a "spc" code is usually a primer car, and there were very few ever done like that.
The urethane bumper covers on these cars(SPC) were painted a metallic silver color, instead of a primer, tho, as a primered urethane cover would absorb oils and other crap in transport, making it hard to paint them when it was time to do so.

SPC cars are RARE....in any year model, but more so on the later cars.

Its blue now but I know its been repainted a couple of times. I know it came from the ST Louis factory. Thats what the original paperwork that matches the Vin # says.

Since this 81 is factory primer car should I restore it back to original?

It is your car. You can do whatever you would like.
 
'81's will never be big $$$ getters like the chrome bumper cars.
 
If your car is a pristine low mileage car and you want it as it rolled off the assembly line. Then go for the "museum piece" route.
If your car was like mine, a "basket case." And your like me, build it the way you want it and drive the heck out of it.

Light gray over red.  Acrylic lacquer.  Rare indeed since a Corvette leaving St. Louis in primer almost certainly got a color coat after delivery to the buyer.  Black Book says at least one St. Louis '81 left in primer with SPEC on the trim tag.

You won't find it by looking; the records do not exist.  You might walk up to it somewhere, sometime, but that would be pure happenstance.
 
Contact these folks http://www.corvetteactioncenter.com/infosearch/index.php?cmd=area and see if you can obtain a copy of the dealer invoice for your car.  The dealer invoice will list the original interior and exterior colors, plus the options.
