I've actually got 2 questions here.  I recently went to replace the windsheild wiper switch plate and the A/C vents in it.  As with everything on the car, it wasn't as easy as I thought it would be!
 
Question 1 - I see the bulb behind the switch that goes to the blue plastic to light up - when should this light be on?  I replaced the bulb, but it didn't go on when turning on the lights.  All of my other dash lights work.  Will it only go on when the wipers are on?  I haven't tried that.
 
Question 2 - The vents want to swing freely.  I see on the original plate, there are strips of foam.  Do those keep the vents from swinging?  Any thoughts on where I can get some of those?  Craft store maybe?  If those aren't for keeping the vents in place, what does?

The light for the wiper switch should come on with the lights, but it may only come on with the key on...I don't remember. I can check this evening, tho, if no-one else has the definitive answer to that.
The vent diverters are held snug by the foam "seal" around the outside of the vent...or at least they should be held snug. If your new panel doesn't have the foam seals, you can get a roll from Home Depot, Lowes, or whatever home improvement store is around you. Don't know if it's available at a craft/hobby shop, but it might be...I never looked there.

Do you have the panel screwed back in when you try the light? It may be that it's just not grounded...unless this is why you replaced the bulb in the first place.
I'd suggest checking for 12v on one of the terminals for the bulb with the light switch in the parking light position.
Lemmie check and see how it's "supposed" to work...I'll be bach...

The light will only work with the headlights on...not the park lights...
