Which site? C3VR or PayPal?
Make sure you don't have any pop-up blockers on. The PayPal shopping cart uses a pop-up window.

If you place your order by mail (check or money order), yes. Just make sure to note what the extra dollar is for.

I ordered my T-Shirt. I ordered by PayPal not by mail and PayPal would not let me add a $1.00 for the window sticker to be added to the order.
