I know we've been having some trouble with the Forum and Topic Envelope Icons.  They haven't been showing a real indication of which topics were new since your last visit.

There is a problem with how the forum keeps track of your last visit date/time.

So until I figure that out, I have put in place a way to rollback your last visit time so the icons will work for you.

At the bottom of the Forum Category page and also at the bottom of the Topic List page, you will see your last visit date/time and some buttons that say "Subtract x Hours" where x is 2, 4, 8 or 12.

If you click one of those button it will subtract x hours from your last visit date/time shown and trick the forum into thinking that is when you were last here.  So it will then show the icons based on the new date/time you just told it.  So all you have to do is estimate when you were last on and subtract the correct number of hours.
