NO. Not related . The "cut hose" is actually a open vent line to a wiper door selector valve located under the cowling and is depressed by the riderside wiper control arm . The first picture is by the windhhield spray system But I don't know what it should be sonnected to

I agree with Al on the second pic..it is a vent line...it needs to be left open. The first pic is unusual....it appears to be a solenoid attached to the wiper motor, but it could be a wiper washer motor someone put on. Where does the line that is on it(with the red stripe) go? Have you traced it to the other end?
