Okay so I've charged up the battery, fully charged, the radio and interior light come on and everything electrical works but the Vette won't turn over. When I turn the key, nothing, not even a click. Any ideas?

Did you have the battery "load tested"?  Many will show the volts but not under the load of the starter.

Mark, as mentioned above, did you try to start it n neutral as well as in park? If not, try that first. Also check to see if your reverse lights come on with the shifter in reverse(parking brake ON, of course).
If still no go trying in neutral, try tilting the steering wheel all the way up, and all the way down with the key in the "Start" position. Sometimes a little play in the tilt wheel mechanism can keep the linkage from fully pushing the start switch. If it will crank moving the tilt up/down, you'll hafta crawl up under the dash and adjust the ignition switch.....what fun that is...NOT! Ouch
