I am replacing half of my exhaust on the 81. There is a smaller tube running along the side the larger exhaust tube on the passenger side that ends right next the Cadillac converter.  The new converter that I have has a small tube sticking out the side. So the question is what are they for and do I have to meld them together?

They should connect together with a rubber hose. It's part of the A.I.R. system. Use a heavy duty hose, it gets hot under there' don't use vacuum or windshield washer hose.

Yup...it's for the air injection(AIR) system. It injects fresh air into the converter to help burn the nasty stuff, since it makes the converter run hotter.
You can connect it with a rubber hose, but it MUST be a high-temp, exhaust compatible hose. Regular hose will likely catch on fire eventually. You can also have a muffler shop weld it together, if ya want, or they can make a small adapter fitting so it will clamp together.

Hey looking at my original converter there is no place where the tube connects to it. At the end of the small tube there is a rubber piece covering the end. Is this normal? Did non-California car have that setup?

If your original did NOT have the tube connected, then just transfer the rubber cap over to the new converter.
