700R4 transmission help, Dad's C4

OK,
 
 I spoke with my father.  The car shifts from low gear but does not go into 2d.  The engine just continues to rev and the car slows down and then drops back into low gear.  Little different scenario then I first described.  So what do you think, does he need to take it to a shop for a rebuild?

Eh?

Is it shifting from 1st to 3rd? OR is it actually staying in 1st, when it should have shifted?
If it is simply not shifting at all, it could still just be a bad T.V. cable/adjustment, or it could be the governor gear stripped.

If it is shifting from 1st to 3rd, then there is definitely an internal problem.
I would suggest first you(he) check the governor gear for damage. It's fairly easy to get to with the car up. On the driver side, just ahead of where the speedo connector is. With the cover removed, the gov. will "twist" out, unless the gear is broken, in which case is will simply pull straight out. If the gear is broken, or "apple-cored", it can be replaced.
If the gov. gear is OK, then it may be time for a trans shop...

Locate Gov.

The car never really shifts at all, just sort of slips out of gear.  When the speed decreases it goes back into gear, always 1st gear.  My dad is going to tack it to a shop and have them check the govenor gear.
