I found two things interesting about this(well...two things that really stood out).
First, it is supposedly to compensate folks that have been scammed by(most likely) the same person.
Second....Obama has decided to set up a foundation in PANAMA????
Of course, NOWHERE does it specifically state Barack Obama.....we can only assume(and hope) that's what they implied....
