Ok.... I am loosing it here. My hood won't open. My wife broke off the
hood release handle. I have been able to unlatch the passenger side
latch. I can pull on the cable that goes across the hood underneath. I
have found the plug/hole for a tool to push on a release, haven't been
able to verify the cable is pulled all the way. I think the drivers
side might just be caught up by being out of alignment. The wipers do
not work (I can't move them up out of the way) that is one reason I
need to get under the hood. I can't get to
it from the ground/ underside. The latches are the cone shaped
ones. Does anyone know anyway of getting this hood open?
I read every post I could find on the internet, but none seem be be about this specific hood latch.

Do a search on "hood stuck" in the C3 Body forum. Set it for any words.
It should come up with four threads.
Good luck.

There is a plastic plug in the forward bulkhead of the wiper compartment. You can gently feel around with a screwdriver for the plug (it's located just to the outboard side of the latch pin) and push it through. Then use the screwdriver to feel for the latch mechanism. What you are feeling for is a tab of steel about 1/2" wide that protrudes downwards from the latch on the hood about 3/4". Push that forward and the hood should release.
Take off the left front tire. Take off the lower left splash panel located just behind the left front wheel. Take out the washer bottle. Then you can reach up from the bottom and undo the left hood latch from the cowl. There are two 1/2" nuts located just to the right of the cone shaped probe discussed above. You will need a 1/2" box wrench and a lot of time and patience but it can be done this way. Once you have the left one loose, I think the crossover cable on a 75 is still on the hood and not yet on the cowl so raise the hood a little on the left while someone else pushes down on the right and move the crossover cable. When all is repaired, put an extra cable under the car somewhere so you can get the hood open the next time it brakes. Guaranteed to draw blood but this works.

Thanks... I will give it a try tomorrow. The latch seems to be opening,
just so far out of alignment it won't let loose. I have pushed it with
a screwdriver and tried just pulling the center cable.
