Has that photo been modified at all? Not the actual plate, but the pic....it looks like it has been enhanced somehow.
Regardless, the car has obviously been painted by someone that dint care about not painting over the trim tag. The tag should NOT have any paint on it at all.
Be VERY careful cleaning that tag...don't give in to temptation and use any abrasives to clean it. Use paint thinner/remover on a rag to get that paint off, if you do. That tag is pretty unusual....never seen one with a paint code like that. It may very well be the ONE that had no paint, or "spec" from the factory. Most of the "spec" cars did have "Spec" listed where the paint code goes, but not always. I've seen them with "Prime"(for primer only).
