headlight actuator help

Alright I am trying to get the headlights on my 75 working but I am running into lots of problems. The driver side actuator is bad it will not hold vacuum on the green hose the one used to open the light. The instructions on corvette 101 say to replace the grommet I am a little unsure of what its talking about can anyone clarify that for me. The back side with the red hose holds vacuum fine so the diaphram is good.

When you remove the dust boot you will see the rod seal. Careful bending the tabs that hold it in. They will break - only bend as much as necessary.
