Now I need a dry day off so I can at least pull mine out of my cramped garage and give it another good look.
The digital camera is coming with me down the street to the other '79.
I have to admit, at first I really thought it would be a simple fix. Silly me! This is a mess! I'll get it right, I'm sure.

The biggest plus is understanding how the relays work. When source vacuum is applied to the relays, the diaphram is sucked up and the plunger covers over one of the holes in the relay and opens the other to apply vacuum to the actuator to hold the headlights down. When you pull your headlight switch on or the over ride, they allow air into the system and the return to normal air pressure allows the diaphram to drop and connects the other internal port in the relay allowing vacuum to be applied to the actuator and pull the headlights back down. The reason your lights stay up when the car is off is because there the arms lock in the up position so they don't shake when you drive down the road. The lock can not be overcome by pushing down on the assembly. You can manually lower them by reaching up under the bumper to the pivot point on the arm and gently pulling it down. Once it is unlocked you can push the assembly down. Good Luck.
