we are really talking the same solution..

in all likelyhood there is a leak.. but it also is possible that an actuator relay is behaving properly at 15psi but not at 3 psi..

if you cant find a leak in the system then you need to test the individual components at the failure point vacuum level.

until you know what your vacuum level is at the failure point you cannot accurately test anything but leaks..
