Just replaced the vacuum cannisters on my 1976 C3, and the only only way to get the headlights to raise or lower is to to take the small tube loose running to the vacuum relay accuator valves. If I turn the lights on, and take the tube loose than the lights open as they should. The same thing happens when I turn them off. Does this mean that the accuator valves are bad???...or did I hook up the vacuum cannisters wrong?

You may simply have the hoses connected backwards. Swap the hoses on the actuators, and see if that corrects the problem. If not, I can send you some troubleshooting info.
