Bob, there have been several posts on this in the past 6 months or so. Im including a link ot one of the posts that shows a neat tool to open the hood. You use the tool by inserting through the plugged hole between the wiper trough and the engine bay and manipulating the latch or cable. If you arent aware of the plugged holes, look in the wiper trough near the fenders, you will find them. I've never had this problem so I cant give any first hand info but perhaps this link will help.
Thanks! I found the hole, punched out the plug and there in front was a little lever or something. After I turned on the wipers and shut off the ignition switch so they would stay open, I used a screwdriver to push the lever and it opened right up. It appears my release cable has finally bit the dirt. I was reading a few minutes ago about new ones available. Thanks for the help!
