What is the secret to removing the screw that goes through a brass fitting that holds the hood release cable to the hood latch?

I am wondering what the original configuration was from the factory.

Maybe Bubba rigged something up.

I don't quite understand your question. But yes there is a brass colar with a screw in it which the cable passes through. The screw is what grabs the cable. There should be a 90 deg bend on the end of the wire as a safety so if the screw comes loose something still grabs the collar.

When I removed the hood mechanise on mine I broke that 90 deg bend trying to straighten it so I could remove the collar. I used a pair of needle nose pliars to hold the brass collar and then just loosed the screw.

Remember there is no pressure on the hood cable until you pull on it. So I'm not 100% sure the 90 deg bend on the wire after the collar is all the important. Not sure if I'm going to replace the cable or not at this point just so I can put a bend back in the cable or not.

That little brass piece was factory equipment. If it won't come loose any other way, you could carefully split the fitting lengthwise with a hacksaw and get a new replacement.
