It could possibly be a leaky diaphragm or bad valve.

If just one is not opening all the way, it is likely a bad sealing rubber in the actuator.  Rebuild kits are available.  The hardest part is probably getting the actuator out of the car. . .
Just the actuator rod seal is less than $10.00 (you'll also probably need the dust seal and crimp washer as well).  The entire actuator assembly is about $75.00.

Make sure the linkage(s) on the headlight mechanism are all properly lubricated, also. A sticky/draggy linkage can keep the pod from fully extending. Thumbs Up
