it all depends how bad it is.
i guess you mean that part of the frame ( green arrow)

have you taken off the corner molding so you have the frame open as opn this pic? that is the only way to have a real good check to see how bad the rust is. if you haven't taken off those corner mouldings etc.. you can try to punch from beneath in the metal to see if it is still solid.
but to repair.. i think the only solution to do it right is to cut the rust area out and weld a new piece of metal in.

thanks,,I see it only from inside the car, it seems solid on the top side and solid in the joints where it turns down from the cross over header ,as well as very solid down the pillar posts,,it has a place about 3 inches long that is rusted behind the passenger side sun visor,,I was wondering igf there is any filler that would work, without tearing out the whole birdcage,,rd
If that doesn't work... Here's the part you're talking about I think... http://www.volvette.com/page/VVP/PROD/body-windshieldframe/BM80

I have used "Lab Metal" to fill in rust holes on my 66 Impala. I got it at my local welding shop. Works great. It spreads like putty, sets up like solid aluminum, super strong, sandable if you get to it soon enough. Even after it sets up you still can grind it smmoth with an angle grinder and say 80 grit. It also comes in high temperature mix too. Just make sure you get rid of the rust before putting anything over it. Say OSHFO or any other brand of rust conveter. Also try Por-15 with their putty. Also great stuff and mixed in with their putty it makes a strong, solid bond. A lot more care must be taken when using it. It will adhere to anything and I do mean anything. Use rubber gloves and dont let it drip on ANYTHING!! Use old throw away clothes. If you get it on your skin it will be there for a few days belive me. Scotch brite with soap and water after a day or two. If you do get it on you or something don't try to wipe it off right away. A little trick I found is to let it dry a little then peal the lump off. If you try and wipe it off right away you will just smear it around and will not be taking it off anytime soon.Absolutly some of the greatest stuff for controlling rust. Once it goes on..FERGIT ABOUT IT. It is super strong, impervious to acid, fuel, it can take a good knock with out coming off and will bend with whatever it is on. Try their starter kit out. WWW.POR15.COM It is really good stuff just a more care must be taken in its application but is worth the effort. Stay away from Eastwoods rust Inhibitor it isn't worth a fiddlers flock. It comes off with laquer thinner and even alcohol even days after it has dried. POR-15 won't come off period. Mean it...custom76 2006-11-29 07:28:18

I was also going to suggest POR-15, but I was really waiting to see a photo of the rust damage. The rust in the top header bow is normally a result of the windshield leaking...water will blow up under the trim there, and it gets forced into the header while you're driving. Eventually, the moisture will find it's way down the sides of the w-shield frame, rusting it, also.
Is there any way you can post a pic of the rust you have?
Reguardless of how your repair this rust issue, the only way to SOLVE the problem is to correct the source...a leaking w-shield.
