The method would depend on the bracket.  Some use barrel clips that just push into holes.  Others use nuts on the back side of the body panel.  Some are just emblem adhesive, and glued into place.  With the emblem adhesive they actually hold very well.

There should be some "spikes" on the emblem, that go thru holes in the bumper cover, and then the "bracket" you mentioned would be to back up on the rear(inside) of the bumper cover. If the holes in the "bracket" are larger than the "spikes" on the emblem, then you will need to get some "speed-nuts", to hold the emblem on. Your local body-shop suppy place will have them, or ,maybe even Pep-Boys, Auto-Z, etc.

Joel is abbsolutely right. If you can't find the speed nuts at the places he mentiioned try your local hardware store they should carry these as well. A light coat of rubber silicone will help to adhere the emblem on as well.
Being the Vette guy that I am on the rear tailgate of my new Chevey xtend a cab it is sporting the nose emblem from a C3. I ground down the posts and the taper then secured it with silicone. It has been promoting my stingray heritage for 2 years now.
