Do yourself a favor. Once you have the back of the car up in the air and secure on jackstands.
Take a small piece of 2x4 and a C-clamp. Clamp the 2x4 towards one end of the spring but allow enough space to fit the "saddle" of a floor jack inbetween the 2x4 and the end of the spring. This will prevent the jack from slipping.
Use the jack to take a little tention off the spring bolt. It will allow the nut to turn easier for you. Repeat procedure for the opposite side. BE CAREFULL! Don't over jack the spring and dump the car off the jackstands.

Measure the height of the body, or chassis, before you start, and then just lower/raise each side the same amount(%)
I think, tho, you're gonna have a problem tightening the nuts any farther than they are, even if you put the washers on. The factory bolts have a shoulder on them, so the nut will only go on so far, before it bottoms on the shoulder. You might consider just getting the replacement style bolts($10-15) that don't have the shoulder, and are longer, anyway. This would allow you to raise or lower the car to suit you.

Has any of you vette lovers done any road-racing? I'm trying to find out where to go for information on what equipment I'll need, and a good supplier of the rims and tires used? So fare I haven't gotten anywhere. The people of C3 reg. is the only sorce of good information for my money. Thanks in advance
