Testing a vacuum relay

Vette(s): 1972 LT-1 convertible with factory air. 2017 Black Rose Grand Sport convertible.
I have a relay out of a car and want to test it to see if it is good.

The small metal port on top of the can holds a vacuum.

If I plug the very bottom port G, it will not pull a vacuum through the center port Y. Nor will it pull a vacuum through Y if I plug the other port R.

Bad relay?

Top small port should hold vacuum

with that vacuum supplied air should flow from Center/yellow to green/bottom (open lights)

with no vacuum applied air flow center/yellow to top/green (close lights) here is a video
