Can you gently pull the buckets up more?
If not, then you'll need to crawl under the front of the car, and remove the pivot pins that work the buckets up/down. This will be the ones that attach the buckets to the actuator assy. They are held on with two springs, one on each side, and a cotter pin. Remove the springs, and the cotter pin, then slide the pivot pin out. The buckets will now be loose, so you'll need to hold them up with a towel, or something that won't scratch the paint.
Then, once you get the bulb(s) changed, you'll need to determine why they won't go all the way up!
Do a "search" on headlight adjustments here, and you'll see a few threads on the subject...there is at least one with photos...

if i remember correctly on my 75 there is a metal bar on the side with a bolt on the end for the adjustment of the buckets. other thing could be is that the nylon bushings are all crudded up (tech term) and not allowing full range of motion. mine were so bad i had to take the whole assy out and knock the pins out with a hammer. there are kits available with the new bushings, springs, etc. to make them like brand new.

I had the same problem with the drivers side headlight. The assembly wouldnt raise enough for the light bezel to clear the opening. There is a large hex head bolt that connects the headlights to the operating mechanism. This bolt and its poly bushing can be removed from underneath the car with some effort. Once it is out, the headlights are free to open except for the "J" bar which engages the side of the body of the car. You can pull the "J" bar away from its hold on the body and release the headlights to raise all the way so the bezel can be removed and bulbs replaced. The "J" bar can be adjusted a bit but there is an adjustment screw that determins the open limit of the lights IF yours isnt frozen in place. The purpose of the "J" bar seems to be more to keep the lights from "jiggling" when they are in the up position. As Joel mentioned, be sure to pad or mask off the headlight openings to save the paint while you work. Crossfire1982 2008-04-06 11:35:42
