This happens to me and some others all the time. Make sure you have the correct size wipers, and I use some rain-x in my washer. I'm not sure that it will ever not hit when dry.

It is somwhat due to wear in the wiper linkages. When the window is dry there is more drag, and that allows the parts to flex a bit more than the wet surface. The extra movement in worn parts causes the contact. Sometimes you can adjust the linkage to compensate for the wear.
