If you look in THIS area of the cowl, you will see where the wiper adjustments are. On the lever that come off of the wiper motor, there are the two linkages that work the two wiper arms. On the linkages, you'll see two small nuts/studs. Loosen the nuts, and move the linkage just a little at a time(they are slotted to allow for adjustments), until the wipers no longer hit, and they do not go too far up, or down.
Also, make sure you have the correct length wiper blades on the car, first...if they are too long, you'll have this problem.
