Bleche White and a small bristle or brass brush.  Be sure to wipe off the dirt and the excess cleaner.  If you have non coated aluminum wheels, be sure to wipe any overspray off immediately.  I usually spray it on a shop towel then wipe it on the letters, scrub with the brush and wipe it off.  You can do all four tires in less than 10 minutes.

Another endorsement for the Bleche-Wite / tire brush combo.

Bleche White... and put it on dry tire.. then use a stiff brush and some soapy water... rinse well...  also cleans the black part of the tire... which really gets as bad as the white letters.. you just don't notice it... 2 cruzn2007-06-27 11:51:05

Just avoid getting Bleche-Wite on any uncoated metal surface (like aluminum wheels)... it leaves some nasty spotting.
