If your core support is rusted thru, it really should be replaced.
If it is minor surface rust, then it can be cleaned and painted with POR or a similar rust preventative.
The core support helps hold the front bodywork in alignment, so it needs to be fairly solid. A lot of supports do rust on the bottoms, because they tend to collect water down there.

Vette(s): 1975 C3 Red, T-Tops, Black Interior. All I need is time and money! Getting there!
I cheated.  Mine is rusted, but a trip to Lowes and some new metal went in place to reinforce the area and support the radiator.   However this is not a permanent repair.   It will however do for now.   Yes, I recommend replacement.
