Fan Torque Settings/Clutch Question

I took off the fan to replace all my belts, but now that I've got it back on, I can't find the torque specs for it. I don't want it spinning off when the engine is going at 4 grand on the highway-does anyone know to how many ft./lbs it should be torqued? Also, I know it's a mechanical type clutch (at least, I'm assuming)-but I don't know if the clutch is working anymore-the fan just spins with the engine at any rpm-can I check the clutch somehow? Vette(s): 1975 Coupe NOM 350: Edelbrock 64cc heads, QJet clone, Performer manifold & cam, gear drive and water pump; MSD ProBillet dist and 6A box, Comp rollers, Hedman headers into true duals, Magnaflow cans,TH400 w/shift kit, TT2's, 3.70RA, hi-rise hood
Fan clutch to WP hub is 25 ft lbs, per GM

Here's the Haynes method for checking the Fan Clutch:

1) Begin the clutch check with lukewarm engine (start cold, run for 2 mins onlY)
2) Remove key fm igntion
3) Turn fan blades and note resistance. Should be moderate
4) Drive vehicle until warmed up. Shut off and remove key
5) Turn fan blases again and note resistance. Should be noticeable increase
6)If FC fails or is locked up, replace. If excessive fluid leaking fm hub or lateral play over 1/4 inch, replace
