Fresh air vent vacuum testing

All vacuum actuators are functioning except the fresh air vent on the right kick panel and the fresh air vent flap inside the right fender area.
Both are operating on the same vacuum line. Could the line be plugged? What is the way to test that vacuum line? The doors don't move and i don't feel suction on the line when i move control to "vent".
All the components are new. 1982 Corvette.
It would be helpful to know how this system is supposed to function,Thanks

I have the '82 Service Manual...I'll look and see what goes where, and get some diagnostic info for you. Might be a day or so, unless someone else has it handy. Thumbs Up

Vette(s): 1982 C3 Collectors Edition 44000 miles, sat in the sun most of its life, My wife purchased it for me for Father's Day in 2007 from her girlfriend that had it for 19 years. It is on the road again. I'm retired but it is now my daily driver.
I had some issues with this system.  I drew out a diagram of the system and how it is suppose to work.  Found I had a  bad bypass valve the good news is I finally found one the bad news is I may have purchased the last new one in the world.  There seems to be a work-around you can see my note on the drawing.  Personally I like my drawing more than the ones I could find in other places.
