Are you putting this in front(pusher), or behind the rad(puller)?
I see the brackets, but it looks like you may have to "engineer" something to bolt them to, on the car. It looks like the slotted holes in the brackets bolt to the fan.
If there are no bolt holes in your core support that these brackets line up with, then you may have to drill(booo!) holes in the support, or you'll need to fabricate some other brackets, to bolt the fan brackets to.
Some fan assemblies use plastic tie-straps, with square ends on them, that you push thru the rad/condenser, and then have a piece that slides up onto the strap to lock it on. I sure hope that's not what this is!! You really don't want the fan mounted to the rad core itself. Can you say, "Future leak"?
Roger, it really looks like they either did not send all of the pieces, or you're just expected to come up with the rest on your own.
I went & looked on Dewitts site, and here's what it says about this kit...
"This package is for one (1) 16" high performance "pull" fan, bracket kit, and hardware. It also includes a SPWM Spal controller and temp. switch. Fan provides 2360 cfm @ 21.6 amps. Brackets are designed to fit all factory GM Copper/brass radiators, Griffin aluminum radiators, and DeWitts "Direct Fit" aluminum radiators."

It does specify it as a "pull" fan, so it is designed to go on the inside of the shroud. You may need to unbolt your shroud, and see if the brackets fit the holes for the shroud...
