Parking Brake Adjustment

Just rebuilt parking brakes and I'm having trouble adjusting them to be tight but not to tight. I adjusted them up tight turning the rotor by hand and backed off enough clicks where they weren't rubbing hard on both sides so I don't think it is the shoe adjustment. How tight should the cable be under the car?

The cable should be adjusted so the emergency brakes
hold the car with the lever about 2/3 of the way up.
The factory manual calls for torquing the cable nut
to 80 inch lbs with the handdle pulled up 14 clicks
or something like that-just adjust it so it works.

thanks.. i was looking for exactly that info..

by the way... I had my brakes working pretty good.. then they went slack.. my new SS brake kit only had one nut on the cable adjuster.. and I forgot to add another nut to lock it..

sometimes I surprise myself.
