Shift Adjustment

I have a 3 speed auto. It does not seem to shift to 3rd until 3500+ rpms. Is this right or how can I adjust this to shift at lower rpms?

the vacuum modulator controls the shift points. first have it checked for leaks. it is externaly mounted and can be adjusted. but i would have a trans shop do it it is easily damaged if excessive pressure is applied.
