Mine bounces too.

Lubed the cable. Still bounces.

New Cruise transducer. Still bounces.

Does the cable connect with the final drive in the tranny? Could that be my problem?

The lower cable connects to the speedo housing, on the driver's side rear of the trans. Inside the housing is the "driven" gear. This gear runs off of the "drive" gear, inside the trans. Worn/damaged gears can cuase speedo fluctuations, but a more likey suspect in your case would be the speedo head(in the dash) itself.
