I found the arm where the throttle cable and TV cable connect to had slipped about 1/2 inch to the front of the engine. I put it back level now but could that 1/2 inch have really made the difference?

You have to have a bracket that is strongly set in one position. If it is moving around, you'll never get the cable adjusted properly. Once you have the cable bracket firmly fixed in one position, and the linkage on the carb to where it won't move(if it is a bolted on part), then you can set the cable.
To set the cable, first you have to find the "Max TV" setting. To do this, have someone hold the accelerator pedal FIRMLY to the floor from the inside of the car. Then, push the adjustment button on the cable in, so the cable will move. With the pedal all the way on the floor, pull back on the outer cable, behind the bracket. Pull it away from the carb as hard as you can, and then release the adjustment button. This is "Max" TV pressure. Mark the cable housing with a knife, or some other way, so you'll know where "max" is.
Then, push the release button again, and move the cable housing forward, toward the carb, until you can feel no tension on the wire pare of the cable. This is "Minimum" TV. Mark the cable housing there, as you did for the "max" setting.
Now, push the adj. button, and move the cable to about center of the two marks, and lock it in there. This should be a good starting point. Drive it, and see where the shifts are. If too early, adjust the cable to the rear(tighter). If too late, adjust the cable to the front(loosen). DO NOT drive it if it is shifting way too quick! It's better to have it shifting late than early, as early shifts = low line pressure, and a 700 will wipe out the 3-4 clutches quickly if allowed to shift too soon.
Normal shift points on O/D trans is 18mph(1-2shift), 28(2-3) and 45(3-4), with medium throttle.
One thing a 700 MUST have is a low speed 2-1 forced downshift(kick-down/passing gear). If it doesn't downshift with full throttle from 2nd to 1st from about 25mph, adjust the cable until it does. If this adjustment makes the upshifts too late, then you'll need to tinker with the weights and springs on the governor.

Got good lock-up now? Gotta make sure that is working, or the trans fluid will overheat, and puke...

Here's a Diagram of the cable/adjustment, and here's some adjustment info. This info is good on any GM overdrive with a TV cable, such as the 700R4 and the 2004R...
