79 electrical problem

my '79 wouldn't start when I replaced the starter(shorted out)
It turns, has fuel and spark. I suspect the engine control module. Does anyone have a suggestion?

I would check the fusible links near the starter first and then change the ignition module

Fusible links check good, Ignition module checked out, took it to a mech who bench tested it.
All fuses check good. But.... the radio comes on, and goes out with the key out, by itself? There is a clicking sound in the control module when it goes on or off. Also, the anti theft relay was working with the key in the door and now it isn't. I wasn't sure how it is tied to any ignition system, but it was working shortly after the starter change, at the moment it in not.
Everything works electrically now, just wont start, or try to. Just turns over...

Found the problem, a short in the wiper motor housing that sent a constant 4 volts to the ignition controller board. It didn't hold the relay in, but kept it buzzing.
I haven't taken it apart yet, but the wiper switch was on when the starter shorted. I noticed that the heater blower stopped working too. I was thinking that the chatter caused other damage by overheating any circuits that were on, will investigate.
I am surprised that the fusible links didn't blow...
