My tach when the car is off is stuck at about 4 thousand rpm, when its running it stays there until i get the car moving at the high rpm range at which point it just bounces around from the stuck point to hte redline...any ideas.....

Sounds like the circut board for the tach is bad. This is a small board located in the instrument panel behind the tach. I replaced mine and now it works fine.
Good luck.
