Does car have to run to bulld up preasure for the lights to come up? I know one light gets stuck all the time, but the car has not been running in a good while. I put my hand in from bottom and puched the lights up and know I can not get them down. 80 vette

Yes, sounds like you have a leak... they do lock into position..

You can collapse the lights by pulling down on the outer most hinge pin from underneath the car.

Do NOT try to push them down from the top.
What about the manual override under the steering column?

I believe when the lights don't come up, due to a vacuum leak, you pull the knob down and then your buddy can crawl underneath and push the lights up.
That is called the emergency "drive at night" feature.
