Does car have to run to bulld up preasure for the lights to come up? I know one light gets stuck all the time, but the car has not been running in a good while. I put my hand in from bottom and puched the lights up and know I can not get them down. 80 vette

Yes, sounds like you  have a leak...  they do lock into position..

Vette(s): 1979, Targa Blue (72 Color), Pace Car rear spoiler, L88 hood, Dark blue factory interior, 525HP 406, HD 700R4, 370 gears,Steeroids, composite rear spring, TT IIs wrapped in T/A Radials.
You can collapse the lights by pulling down on the outer most hinge pin from underneath the car.

Do NOT try to push them down from the top.
What about the manual override under the steering column?
Does that work for you?

I believe when the lights don't come up, due to a vacuum leak, you pull the knob down and then your buddy can crawl underneath and push the lights up.
That is called the emergency "drive at night" feature.phew

You can raise your hood an reach under the light and pull down where the spring is attached to the light. I had the same problem, I had the Actuator and relays replaced. Good Luck Gene

The pulldown under the dash is to bring your lights up for cleaning or if the vaccuum part of the headlight switch fails.
