what could be the problem if the speedmeter lights and the console clusters do not get bright?  They are dim and they wont go bright.

 Could be the headlight switch. If you turn the headlight switch knob back and forth the dash and cluster lights should brighten on way and dim the other. And if you turn it all the way to the one side it will turn the dome light on. 
 I had the same problem with the '81 awhile back. Turn out to be the ceramic portion had broke, causing the the lead to lose contact with the rheostat (spring part).

Yup...Darryl hit it right on da head...sounds like a light switch issue. Sometimes you can clean them(the rheostats) and they'll work, but most times they won't. Might need a new headlight switch.
