While troubleshooting my fuel guage I ran across a good couple of articles I thought I would share.
I know this is for 63 to 67 but it has some good info that pertains to c3's.
Here is a nice website for more info

Jon, what was wrong with your fuel gauge?
On my last tripwhen I filled up the gauge would not go to full stopped at like 3/4. I thought maybe the float was stuck. But then I did that bonzi run at the Glen and that for sure should have un stuck it. It will go down from this point. I'm baffeled?
Thanks, Evil%20Smile

I'm pretty sure the coil in the guage went bad. My old guage would not go up past 1/4 tank when the thank was full. I first tested the printed circuit for the guage cluster for breaks, corrosion and any loose connections. Everything checked out good. I bench tested the guage with a known good sending unit. I took the pink wire from the sending unit to the guage then put 12vdc + and - to the guage. I then moved the float arm on the sending unit to full and down to empty and the guage would not go past 1/4 full going up but would go to E when the arm was at the bottom. When I bought the new guage I did the same test and the new guage checked out perfectly. I had guage problems back in May but it turned out to be the tank bladder had bulged out and was keeping my sender float from going down past half a tank. Needless to say I replaced the tank and that fixed the problem.
