ok guys can someone help me?
if you're looking at the front of the wiper motor, there is the 3 prong plug on the right. BELOW that is a single black wire attached to a tab on the wiper motor.
can someone tell me where this wire comes from? i'm thinking it isn't properly grounded and it is what is causing my wipers not to work. when it is attached, it is always hot (heck, even the motor case lights up the test light when it's attached). but when i unhook it, the motor case is no longer hot.
it's like the wire is causing a backfeed to the motor when attached.
does this go to the starter by any chance??

That is the ground wire for the wiper motor casing...it actually comes from the blower motor case ground.
You may have a break in that wire somewhere...it should be grounded, and the wiper motor should not be showing any major voltage on the external casing. There may be a small amount that will light up a test light, but it doesn't take more than 1-2 volts to do that.
Can you check it with a meter?
Remember that the wipers work from the ground side, not the power side...the wiper motor has 12v anytime the key is on. The wiper switch provides the ground, but the motor casing(as well as the wiper switch itself) needs to be grounded also to prevent the smoke from leaving the inside of the wires...

A possibility is that the black wire is broken downstream somewhere, so you are getting feedback from another circuit trying to go to ground, but since it can't, it is trying to go through the wiper motor.
