1st question: are all four head lights usually on while driving with low beams on? Mine are and I don't know if this is normal

2nd question: what would cause my head lights to flash or flicker while I drive?
everyone keeps flashing thier brights at my when I drive.

3rd question: what would cause my left turn signal and rear tail light to flicker or act in a non regular flash? The dash light indicator dosen't light up either. The right blinker and lights work fine.

Low beam on the headlights is the two outer lamps only. High beam would add the two inner lamps.
I would suggest your problem with the headlights is prolly the dimmer switch on the floor, or the connector for the switch.
Depending on what kind of "flicker" you mean, the circuit breaker for the headlights could be failing, or there could be an excessive current draw in the circuit that is causing the breaker to trip quickly...usually, you can actually hear this when it happens, as the circuit breaker is in the headlight switch(in the dash).
As far as your turn sig/tail light issue, that sound more like a ground problem with the bulb socket, but it could also be caused by a bad/failing turn sig, switch.

So what you are saying is I shouldn't have all four headlights operating at the same time unless my highbeams are on.......correct? When I turn on the lights at low beam setting they all four are lit.
I do have a new light switch for the dash that I can install. I will try to replace that first and then go to a new floor switch after that if it dosen't fix the issue.
As for the turn indicator issue I will check the sockets and replace the flashers under the dash at the same time.

If all four headlights light up on low beam, quite often the problem is a ground, so current is running backwards through the high beams. This could also cause the flicker. Same thing with your tail lights. The number one rule with Corvette electrical problems is CHECK THE GROUND!

That's because your brights are on and you did not dim them for approaching traffic.
Trust me, they are not saying "Hello."

Maybe your car has the special "Police Package" with the custom flashing lights.
Could not resist that one.
